The story of "Psycho-Pass" is set in the future Japan, a dystopian society built by high technology.In this world, a huge psychological measurement network called the Sibyl System is operating all the time. It monitors the psychological state and mood fluctuations of each citizen in real time through scanning devices all over the society.This psychological evaluation result is called the "Psycho-Pass".
When a person's psychological state is systematically analyzed, if his potential criminal tendency - i.e., "Crime Coefficient" - exceeds the threshold allowed by society, whether he actually commits a criminal act or not, it will be regarded as a threat.At this time, the executives of the Crime Investigation Section of the Public Safety Bureau will be dispatched to hunt down these "potential criminals".They either arrested and jailed, or executed on the spot in extreme cases to maintain social order and collective security.
Under this seemingly fair, efficient but indifferent system, the definition of human nature, free will and justice is constantly challenged, which also brings deep inner struggles and moral choices to the characters in the story.
